Accomplishments
Public Safety:

Senator Walsh sponsored House Bill 270 (HS 1), responding to the need for tighter ammunition sale control, this bill improves public safety by creating a civil penalty for any sale or display of ammunition that allows it to be accessed without the assistance of an employee, a critical step in preventing ammunition theft and increasing community safety.

Senator Walsh sponsored Senate Bill 279, which addresses growing concerns about school safety by requiring newly constructed schools and schools undergoing major renovations to include certain safety features to keep educational environments secure and conducive to learning.
Worker’s Rights:

Senator Walsh sponsored Senate Bill 233, The Service Worker Protection Act, which ensures protections for certain service workers during changes of ownership by requiring standard transparency and notification procedures for employees.
Infrastructure and Local Business:

Senator Walsh sponsored Senate Bill 35 (SA 2), known as the Mini Bond Bill, this bill allocates funding for small-scale infrastructure projects vital for local development and job creation, particularly in economically disadvantaged areas.

Senator Walsh sponsored Senate Bill 160, The Bond Bill, which is a significant investment in Delaware’s infrastructure that allocates $1.1 billion in funding to facilitate capital improvements including roadway and school improvements and construction, State building renovations, and is critical for supporting responsible growth and enhancing quality of life. This bill not only aims to better Delaware’s physical infrastructure but also to stimulate economic growth by creating jobs and improving public facilities.

Health and Emergency Services:

Senator Walsh worked with stakeholders to craft Senate Bill 223, codifying a framework to support mobile-integrated healthcare (MIH) and community paramedicine. This partnership results in new innovative, patient-centered delivery models of health care services that utilize mobile resources to deliver care and services to patients in a community setting.
Animal Rights:

Senator Walsh has advanced legislation improving animal rights and care. Senate Bill 129 (SA 1) mandates higher care standards in animal shelters, ensuring animals are treated with compassion.

Senator Walsh sponsored House Bill 190 (HA 1), which updates the current law relating to the Spay Neuter Fund and its administration to make it easier to disperse money collected to serve animal population control programs.
A lifelong Delawarean and graduate of St. Mark’s High School, Jack is an electrician by trade and has been a proud member of the International Brotherhood of Electrical Workers, Local 313 for nearly 35 years.
From 1993 to 2002, he served on the International Brotherhood of Electrical Workers Local 313’s board of directors, executive board and its political action committee. He also led the union’s Joint Apprenticeship and Training Committee from 1996 to 2001. Today, he works as a project manager for Preferred Electric Inc.
Jack entered public service as a long-time member of the Montclare Civic Association, where he served as president before being elected in 2016 to succeed former longtime state Senator Karen Peterson.
Since joining the Senate, he has focused on economic development, workforce issues and animal abuse legislation.
Jack currently serves as chair of the Senate Capital Improvement Committee, vice chair of the Labor Committee, and is member of the Banking, Business, Insurance & Technology, Housing & Land Use, and Veterans Affairs committees.
