Environment:

As the chair of the Environment, Energy & Transportation Committee, Senator Hansen led the General Assembly’s efforts to combat climate change.

Senator Hansen sponsored Senate Bill 7 (S1), which strengthens the State Energy Office to serve as a lead agency on a variety of climate and energy issues to ensure the state is on track to meet its bold energy diversification and emission reduction goals.

Senator Hansen sponsored House Bill 99, The Climate Change Solutions Act of 2023, which sets realistic and attainable statutory targets for greenhouse gas emissions reduction in the state.

Senator Hansen sponsored Senate Bill 265, The Delaware Energy Solutions Act of 2024, which creates a detailed framework for the solicitation, consideration, and potential approval of a future offshore wind project.

Senator Hansen sponsored House Bill 10, which establishes targets for the annual purchase of electric school buses through fiscal year 2030.

Transportation:

Senator Hansen sponsored House Bill 247 (S1), the Everyone Gets Home Act, a comprehensive piece of legislation that provides the Delaware Department of Transportation with the tools to reduce fatal or serious injuries on our State’s roads.
Animal Rights:

Senator Hansen sponsored Senate Bill 71, which requires law enforcement and State agencies to report suspected animal cruelty that is discovered while performing their duties in child welfare cases, and provides immunity to people who in good faith report suspected animal cruelty to the state.

Senator Hansen sponsored Senate Bill 198, that prohibits and criminalizes the ownership, purchase, and sale of animal fighting paraphernalia.
Healthcare:

Senator Hansen sponsored House Bill 253 (S1), which requires health insurance companies to cover annual mammograms for women 40 years old and above without needing a referral from a healthcare provider.

Senator Hansen sponsored House Bill 286 (S1), which prohibits discrimination in life insurance based on genetic characteristics, genetic information, or the result of any genetic test.
Artificial Intelligence:

Senator Hansen sponsored, House Bill 353, which expands existing Delaware laws on unauthorized disclosure of intimate images to include A.I.-generated deepfakes, to ensure that Delawareans have recourse against the creation and distribution of these manipulated images.

Senator Hansen sponsored House Bill 333, creating the Delaware A.I. Commission to guide and inform the regulation of A.I. technologies to protect Delaware residents from the malicious or unintended negative consequences of this new technology.
After graduating from law school and passing the Delaware Bar as a single parent, Stephanie went on to practice primarily environmental and administrative law for the next 19 years, retiring in 2020 to be a full-time Senator for the 10th District.
She first entered public service as the founder and president of the Frenchtown Woods Civic Association and then the multi-community Bear Glasgow Council of Civic Organizations in the early 1990s. She served as President of the Bear Glasgow Council until she was elected President of New Castle County Council and served in this capacity from 1996 to 2001.
Stephanie quickly distinguished herself as a prolific legislator best known for her work on the opioid epidemic and a host of environmental, energy and conservation issues, including the development of the community solar legislation, prevention of native species extinction and the mitigation of harmful effects from invasive species, and her Senate sponsorship of Delaware’s Equal Rights Amendment.
Stephanie currently serves as chair of the Senate Environment, Energy, & Transportation Committee and vice-chair of Elections & Government Affairs. She also serves as a member of the Health & Social Services, Agriculture, Joint Finance, and Education committees.
She also founded and chairs the Energy Stakeholders Group, the premier organization for vetting and proposing energy reforms in Delaware.
