Priorities

  • Senator Lockman is an unrelenting champion of equity, education, and the health and safety of vulnerable populations.

  • Senator Lockman is standing up for children and families, ensuring safety, resources, and equity for all Delawareans.

  • As the vice chair of the Senate Education Committee and a longtime education community advocate, Senator Lockman prioritizes supporting students and educators.

Accomplishments

Public Safety:

  • Senator Lockman spearheaded monumental public safety reform efforts that will ensure safer communities throughout Delaware. With the passage of Senate Bill 2 (S2), the culmination of a four year effort led by Senator Lockman, Delaware joined at least 14 other states and the District of Columbia in requiring a permit and completion of an approved firearm training course before the purchase of a handgun.

  • Senator Lockman also sponsored House Bill 205 (S1), which marked the first successful, substantive revisions to Delaware’s Law Enforcement Officers’ Bill of Rights (LEOBOR) in a generation. Senator Lockman ensured this bill requires greater transparency regarding police misconduct and disciplinary records, holding officers accountable and formalizing the public reporting process.

Housing:

  • Senator Lockman believes that access to stable housing is a basic human right, passing Senate Bill 293 (S1) to close a longtime loophole in Delaware law that allowed landlords to discriminate against renters seeking to use federal housing vouchers.

Education:

  • Senator Lockman sponsored House Bill 188 to codify the Public Education Equity Ombudsman program, which provides students and families encountering inequity in the school system with non-lawyer advocates.

  • Senator Lockman’s Senate Bill 156 allows teachers previously employed as a paraprofessional to count half their prior experience toward the salary scale.

  • Senator Lockman sponsored House Bill 125 (S2), meaning all public schools must now offer qualifying students a free breakfast and lunch every school day.

  • To ensure schools have the funding they need to serve students in each district, Senator Lockman passed House Bill 62 to require that each county reassess the value of real property within the county at least once every five years.

  • By adding flexibility to the Ivyane Davis Memorial Scholarship Fund through House Bill 23, Senator Lockman ensured that additional higher education financial assistance is able to be accessed by students who experienced foster care.

Children:

  • For foster kids still in State custody, Senator Lockman required through House Bill 419 that they be provided with new luggage to transport their personal belongings, helping them feel important and cared for.

  • For kids in contact with the juvenile justice system, Senator Lockman sponsored House Bill 405 to remove the requirement that a juvenile can only be referred to the Juvenile Offender Civil Citation Program a subsequent time if they commit a different second offense than their first.

Equity:

  • Senator Lockman sponsored Senate Bill 34 to officially repeal language in the Code that was added to deliberately neutralize the Civil Rights Act of 1875 that guaranteed Black Americans equal treatment in places of public accommodation and on public transportation.

Healthcare:

  • Senator Lockman sponsored House Bill 345, which requires Medicaid to cover additional postpartum doula visits if recommended by a licensed clinicians.

  • Senator Lockman sponsored House Bill 362, expanding insurance coverage requirements for doula services to include private insurance plans.

Sen. S. Elizabeth “Tizzy” Lockman has represented the Third Senate District in the Delaware Senate since 2018 when she became just the second African-American woman elected to the General Assembly’s upper chamber. The Senate Democratic Caucus elected Sen. Lockman as Majority Whip in 2020.


Tizzy has fought for public education reforms that will improve educational equity and outcomes for all students, particularly those in Wilmington and northern New Castle County. 


Sen. Lockman currently serves as chair of the Senate Housing & Land and Rules & Ethics committees. She is the vice chair of the Senate Education Committee and serves as a member of the Executive, and Environment, Energy & Transportation committees.

She also serves as co-chair of the Redding Consortium for Education Equity, which is tasked with spearheading the search for ways the Delaware Department of Education and the General Assembly can work together to improve outcomes for students in Wilmington and Northern New Castle County.
