Priorities

  • Senator Poore is fighting for better access to healthcare resources for all Delawareans, and is a leading advocate for Delaware's disability community.

  • Senator Poore is standing up for Delaware’s children and their access to athletic programs to further their development.

  • Senator Poore is supporting working families across Delaware. 

Accomplishments

Youth and Student Athletic Education:

  • Senator Poore chaired the Delaware Interscholastic Athletic Association (DIAA) Task Force to ensure all students have an opportunity to participate on an athletic team regardless of their financial status or geographic location.

  • Senator Poore sponsored Senate Bill 259, which updates and modernizes the DIAA Board of Directors’ composition.

  • Senator Poore sponsored Senate Bill 260, which removes the requirements that the Secretary of the Department of Education propose DIAA-related regulations and the State Board of Education approve the proposed regulations, streamlining the regulatory process for DIAA.

  • Senator Poore sponsored Senate Bill 280, which updates the DIAA’s Executive Director from an education associate level position within the Department of Education to a director level position.

  • Senator Poore sponsored Senate Bill 281, which updates the waiver process to make it more efficient and supportive of students.

Healthcare:

  • Senator Poore has continued to make it her mission to expand and provide Delawareans with the necessary behavioral health care they need. One of her signature pieces of legislation this session, House Bill 160 (S2), established a funding source for the State’s 988 Suicide & Crisis Lifeline by implementing a monthly surcharge on phone lines. Collecting up to $9 million annually, the funds will be utilized by a newly created board to develop and update annually a comprehensive statewide crisis intervention services plan.

  • Senator Poore charged the Department of Health and Social Services (DHSS) through House Bill 5 (S1) with applying to the federal Centers for Medicare and Medicaid Services (CMS) for a State Plan Amendment that would allow for reimbursement of medically necessary behavioral health services without IEP or IFSP documentation.

  • Senator Poore passed House Bill 24 to add the SL24: Unlock the Light Foundation as a new charitable donation option on the Delaware income tax return.

Substance Abuse

  • Senator Poore worked with state agencies to craft Senate Bill 189 and update the Delaware Uniform Controlled Substances Act and to expand the authorization for the distribution of testing strips that determine the presence of controlled substances, a harm reduction measure that will save lives.

  • Senator Poore also passed Senate Bill 331 to require all out-of-state practitioners who want to prescribe controlled substances in Delaware to first obtain a Delaware controlled substance registration, making sure that the state can track the distribution of controlled substances to patients.

Women’s Health:

  • Senator Poore sponsored House Bill 15, which requires all individual, blanket, and group health insurance policies to cover annual ovarian cancer screening tests for women at risk and expands the scope of monitoring tests available to women after ovarian cancer treatment.

  • Senator Poore sponsored House Bill 16, which requires Medicaid and State employee health plans to cover ovarian cancer monitoring tests for women treated for ovarian cancer and annual screening tests for women at risk.

  • Senator Poore sponsored House Bill 60 (S1), which requires that all insurance policies in the State include coverage of supplemental and diagnostic breast examinations on terms that are at least as favorable as the coverage of annual screening mammograms.

  • Senator Poore sponsored House Bill 364, which requires all insurance policies in the state to cover drug treatment for the associated conditions of metastatic cancer in the same way treatment for metastatic cancer is covered.

  • Senator Poore sponsored House Bill 374, which provides the same legal protections afforded providers of contraceptive and abortion services to providers of fertility treatment.

Health Infrastructure: 

  • Senator Poore sponsored Senate Bill 272, which requires health insurance providers to provide the same reimbursement to pharmacists as other providers performing the same service at the same rate as Advanced Practice Registered Nurses (APRN) and Physicians Assistants (PA).

  • Senator Poore also passed Senate Bill 165 to permit “collaborative pharmacy practices,” allowing pharmacists and other types of medical providers to partner to serve a broader range of patient needs.

  • Senator Poore sponsored Senate Bill 98, expanding the Health Care Provider Loan Repayment grant program to allow dental clinicians possessing a DDS or DMDS to participate, and extending the application deadline for all applicants to two years following the completion of their graduate education.

  • Senator Poore also chaired the Non-Acute Long-Stay Task Force and the Enhancing Lifelong Community Supports for the Aging, Individuals with Disabilities, and Their Family Caregivers Task Force, initiatives aimed at studying and recommending improvements for the health care institutions serving patients as well as supporting community providers and family caregivers.

Labor:

  • Senator Poore sponsored legislation to support working families. Senate Bill 72 (S2) creates an itemized tax deduction for the annual cost for a Delawarean to maintain membership in a labor organization

  • Senator Poore sponsored House Bill 185, which improves the State’s ability to attract workers by removing the 3-month waiting period for new employees before the State starts paying its share of premium or subscription charges for health care coverage.

  • Senator Poore sponsored House Bill 65, known as the “Sloane Hajek Act of 2023”, this bill provides State employees who suffer a miscarriage, stillbirth, or other loss a maximum of 5 days of paid bereavement leave.

  • Senator Poore sponsored House Bill 177, which increases the amount of Compassionate Leave for eligible state employees upon the death of an immediate family member to 5 days of leave.

  • Senator Poore sponsored House Bill 279, which permits school employees up to 5 days of bereavement leave under the same circumstances as permitted for State employees.

Consumer Protection:

  • Senator Poore sponsored legislation prohibiting motor vehicle lessors from charging licensing, title, registration, and plate fees as separately stated mandatory charges in a rental agreement through House Bill 208.

  • Senator Poore sponsored House Bill 209 to prohibit rental companies, shared vehicle owners, and peer-to-peer car sharing  programs from charging customers administrative fees and recovering damages relating to the loss of use of a rental or shared vehicle.

Rare Disease:

  • Senator Poore championed the creation of the Rare Disease Advisory Council. Created through the passage of Senate Bill 55, the Council brings together stakeholders from across Delaware to educate medical professionals and the public about rare diseases and encourage and seek funding for the development of new treatments.

Child Safety:

  • Senator Poore passed Senate Bill 108. It is now law that all missing Delaware children qualify for a Gold Alert.

A lifelong New Castle County resident, Nicole is a family-oriented professional who consistently demonstrates how hard work, dedication, integrity, and solid family values are paramount to achieving family, personal, and professional goals.

Married for more than 20 years, Nicole is the mother of three beautiful children, Luke, Alexis, and Nicholas. Never afraid of a challenge, Nicole knows what it’s like to work a lengthy workweek and then come home and be a mom and wife.

Raised in New Castle’s Jefferson Farms community, Nicole graduated from St. Elizabeth’s High School in 1990 and later earned an associate degree in criminal justice from Delaware Technical Community College and a bachelor’s degree in criminal justice from Wilmington University.

She joined her brother in building a successful healthcare staffing startup and then became a senior client services manager for Agile 1, where she handled workforce solutions for the DuPont Co. She also served as a member of the Delaware Juvenile Justice Advisory Board, volunteered with the Rape Crisis Center and served as Exceptional Care for Children’s director of development.

Nicole’s interest in government policy began after the birth of her oldest son Nicholas, who was delivered 9 weeks premature and diagnosed with cerebral palsy. Her activism for people with disabilities led to a successful 2012 bid for State Senate. Following her unchallenged bid for reelection in 2016, Nicole was selected to serve as Senate Majority Whip by her peers. She then served as Senate Majority Leader from 2019 to 2021.

Nicole currently chairs the Veterans Affairs Committee and is vice-chair of Health & Social Services. She is also a member of the Banking, Business, Insurance & Technology, Capital Improvement, Corrections & Public Safety, and Labor committees.

Nicole also serves as executive director of Jobs For Delaware Graduates, a member of the Human Trafficking Interagency Coordinating Council, the Domestic Violence Coordinating Council, the Utilities Coordination Council and the Riverfront Development Corporation.
