Accomplishments
Justice:

Senator Hoffner sponsored Senate Bill 169 (S3), the Delaware Wrongful Conviction Compensation and Service Act. Delaware has experienced the ugly reality of wrongful convictions in at least four separate instances where innocent Delawareans spent years in prison for a crime they did not commit. With this legislation, Delawareans who have been found innocent after a wrongful conviction will now have the ability to seek compensation and reintegration services.

Senator Hoffner sponsored House Bill 69, cutting red tape to allow the expansion of beer gardens for more Delawareans to enjoy.
Equity:

Senator Hoffner sponsored House Bill 298, which creates the Vulnerable Adult Populations Commission to improve the response with incidents of vulnerable adult abuse, neglect, or exploitation in Delaware.

Senator Hoffner sponsored House Bill 267, prohibits the Delaware Family Court System from imposing a sentence of incarceration or ordering the suspension of a person's license for failure to pay court-ordered child support unless it finds that the failure to pay is willful.

Senator Hoffner sponsored HB 293 (S), which directs the Department of Elections to ensure that all of Delaware’s polling sites are easily accessible to seniors and voters with disabilities.

Senator Hoffner sponsored HB 302 (S), which requires all insurance policies to include coverage for prostate screening for men at risk of prostate cancer.
Housing:

Senator Hoffner sponsored House Bill 439 and House Bill 440, which increased protections for unhoused Delawareans by strengthening Delaware’s fair housing and fair employment laws.
Bureaucracy:

As co-chair of the JLOSC, Senato Hoffner helped lead the charge to reduce unnecessary bureaucracy and bolster good government. She introduced several bills improving the effectiveness of Delaware’s councils, boards, and commissions which serve communities throughout Delaware.
Kyra Hoffner has been a fighter for the residents of Senate District 14 since she moved to Leipsic over 20 years ago to raise her family. Kyra worked with and volunteered for a variety of organizations. She is currently fighting for civil rights with the League of Women Voters, and is co-chair of the people-powered Fair Maps Redistricting Team. A champion for democracy, in the 2020 redistricting process, Kyra partnered with 19 other organizations to produce fair district maps for the State of Delaware.
She previously served as the volunteer coordinator for the Delaware Cannabis Advocacy Network, and held over 60 informational meetings per year since 2016. She is also active in NORML, the National Organization for the Reform of Marijuana Laws, and is certified with Americans for Safe Access, which is a Cannabis Care Certification Patient Education Program.
Kyra is also a proud member of NAACP, Network Delaware, Sierra Club, Delaware United, Planned Parenthood, and ACLU Smart Justice. Prior to her retirement in 2008, Kyra worked as a mortgage originator for Wells Fargo Home Mortgage.
As a volunteer and leader in the local community, it is not uncommon to see Kyra running the drive-through food bank she started during the pandemic or standing up for the rights of our neighbors at any number of rallies.
Senator Hoffner is the co-chair Joint Legislative Oversight and Sunset Committee and vice-chair of Corrections & Public Safety. She is also a member of the Housing & Land Use, Agriculture, Elections & Government Affairs, Judiciary, and Veterans Affairs committees.
