Priorities

  • Senator Brown will continue to advocate and put forth measures that will protect some of our most vulnerable neighbors. His policies focus on identifying new opportunities for all Delawareans.

Accomplishments

Criminal Justice:

  • Senator Brown has introduced transformative policies focused on reforming the criminal justice system. He is known for the Adult Expungement Reform Act of 2019 and the Clean Slate Act of 2021, which is helping to provide second chances to thousands of Delawareans.

  • Senator Brown worked to tackle injustice by developing Senate Bill 282, Senate Bill 283, Senate 284. This slate of legislation was recommended by the Criminal Legal System Debt Study Group, which he led as co-chair. With his leadership, the task force found the financial burden placed on defendants by fines and fees outweighs the public benefit of funding services with that revenue. This legislative package helps refocus Delaware’s criminal justice system on rehabilitation, restoration, and reducing recidivism.

  • Senator Brown served as the Senate prime sponsor of House Bill 206, establishing the Police Officer Standards and Training Commission. This legislation helps further ensure that police officers are trained to effectively and safely meet the diverse needs of the communities they serve. It also puts in place accountability measures for bad actors. 

Education:

  • As co-chair of the Adult Basic Education Task Force, Senator Brown worked with stakeholders to develop a report that laid out a roadmap to strengthen Delaware’s adult basic education programs, better support adults seeking a second chance at earning a high school diploma, and better align those programs with the needs of employers. Through his leadership, the Fiscal Year 2024 budget included investments to strengthen Delaware’s adult basic education system

Economy: 

  • In each of the last two years, Senator Brown organized summits on economic opportunity for Black entrepreneurs and during the 152nd General Assembly he sponsored Senate Bill 83 (S), creating the Delaware Community Investment Venture Fund. The Delaware Community Investment Fund will develop opportunities for banking organizations and credit unions doing business in Delaware to better serve the needs of low- to moderate-income tracts in Delaware. 

  • As a member of the Joint Finance Committee, Senator Brown had a crucial role in crafting the approved $6.1 billion operating budget for Fiscal Year 2025 to enhance State services and support State programs and community initiatives.

Healthcare: 

  • Senator Brown sponsored Senate Bill 212 (S), codifying the Delaware Bureau of Health Equity into the Division of Public Health which puts forth initiatives and partners with Delaware’s public health ecosystem to tackle health disparities due to race, gender, age, socio- economic, sexual orientation and geographic locations. 

  • Senator Brown also introduced Senate Bill 254 (S), which establishes a holistic, statewide strategy for reducing food insecurity, while creating a new grant program called the Delaware Grocery Initiative to help strengthen the existing network of small businesses, nonprofits and other organizations currently providing underserved communities with some of their only access to fresh, healthy food.

A former Wilmington city council member, Darius J. Brown was first elected to represent Senate District 2 in the Delaware Senate in 2018. 


He is the second African-American man to be elected to the Delaware Senate. He was appointed chair of the Senate Judiciary Committee, and The News Journal has described him as one of the "leading champions of criminal justice reform" for his actions while chair.


In 2021, Brown was hired as Executive Director of the Wilmington HOPE Commission, a not-for-profit organization that aims to lower recidivism by helping ex-offenders re-enter society after leaving prison.
