Senator Gay sponsored House Bill 110 (HS 2), which expands Medicaid and private health insurance coverage to include abortions.

Senator Gay sponsored Senate Bill 106 (SS 1), which modernizes and expands the concept of maternal mental health by replacing the definition of “maternal depression” with the more encompassing definition of “perinatal mood and anxiety disorder.”

Senator Gay sponsored Senate Bill 232, which mandates comprehensive insurance coverage for over-the-counter contraceptives without out-of-pocket costs.

Senator Gay sponsored Senate Bill 300 , which requires crisis pregnancy centers to provide clear notices in their facilities and in advertising if they are not licensed medical facilities, aiming to prevent deceptive practices and ensure women receive accurate health information.

Senator Gay introduced Senate Bill 119, which reforms the legal framework around child guardianship to provide better protection and oversight for children under guardianship.

Senator Gay introduced Senate Bill 121, which codifies the expansion of the Child Protection Accountability Commission’s responsibilities to develop, maintain, and conduct child abuse mandatory reporting, multidisciplinary response, and related trainings, enhancing their ability to enforce standards and effectively deliver services statewide.

Senator Gay introduced Senate Bill 122, facilitating better collaboration and authorizes information sharing between agencies involved in child welfare, improving the response to child abuse and neglect cases.

Senator Gay introduced Senate Bill 124, which improves the mechanisms for reporting child abuse and neglect, ensuring timely and effective responses to protect children.

Senator Gay introduced Senate Bill 59, which advocates for economic justice for childcare providers and supports the sustainability of quality childhood education by standardizing payment rates that ensure providers are fairly compensated. The advocacy of Senator Gay and others led to Governor Carney increasing Delaware’s investment in early childcare in each of the last two State budgets.

Senator Gay sponsored Senate Bill 57, which adopts the Uniform Faithful Presidential Electors Act, ensuring that Delaware’s electoral college votes reflect the popular vote.

Senator Gay sponsored House Bill 77, the second leg of an amendment to the Delaware Constitution, this bill would require legislators to remain domiciled in the districts they represent for the entirety of their term of office.
As a mother, advocate, and attorney, there is no bigger passion in Kyle’s life than serving her community and building a better future for all children. She ran for the Senate to support kids and families, improve seniors’ quality of life, and fight for equality and prosperity for all Delawareans.
She earned a bachelor’s degree in international relations and history from Brown University and a law degree from Boston University before beginning her professional career as a deputy attorney general in the Delaware Department of Justice. More recently, she has worked in private practice representing clients in Delaware’s business courts since 2014. She also practices pro bono on behalf of children in foster care.
Kyle also volunteered with several Delaware nonprofits, led multiple professional and civic organizations, and served on Delaware’s Public Integrity Commission. She is a past president of the Junior League of Wilmington and a founding member of Spur Impact Association, an organization that encourages civic engagement among young professionals. She currently serves on the board of the Delaware Bar Foundation.
She currently chairs the Senate Judiciary Committee, is vice-chair of the Legislative Oversight and Sunset Committee, and is a member of the Senate Education, Elections & Government Affairs, Rules & Ethics, and Veterans Affairs committees.
Kyle is now Delaware's Democratic nominee for Lieutenant Governor.
